I haven't seen this reported, announced, or even alluded to anywhere else.  In doing some standard work for a new client, we were registering their DMCA Agent. And then I came across this:

As of August 1, 2009, the fee to register a a DMCA Copyright Agent has increased from $80.00 USD to $105.00 USD.

Not a huge amount of money, but I wonder what their reasoning is for this?  Scanning that piece of paper costs an extra $25?  If they had an electronic for, it should be even cheaper and easier, but we won't go in to that.
